August 26, 2025 Solicitation of Opinions on the “FY2025 Draft Survey Plan on Monitoring of Implementation Status of Consumer Protection Rules”
The Ministry of Internal Affairs and Communications (MIC) drafted a plan to conduct a periodic survey for FY2025 in order to conduct investigations into compliance with consumer protection rules under the Telecommunications Business Act (Act No. 86 of 1984).
Accordingly, opinions on this plan will be solicited from Wednesday, August 27, 2025, to Thursday, September 25, 2025.

1. Overview
In 2016, the MIC established the “Basic Policy for Supervision of Telecommunications Business User Protection Discipline in the Telecommunications Business,” and based on this policy, the MIC has since conducted investigations into compliance with consumer protection rules, shared the results among stakeholders, and carried out reviews and evaluations. To this end, annual regular surveys have been conducted every fiscal year since FY2016.
In preparation for conducting the periodic survey for FY2025, a draft survey plan has been prepared, and opinions on this plan are now being solicited as outlined below.

Thursday, September 25, 2025 (must arrive by this date)
(Submissions must also arrive by the deadline date for postal mail as well.)
The materials will be posted in the “Public Comments” section of e-Gov (https://www.e-gov.go.jp/ ).
3. Future plans
Moving forward, MIC will conduct periodic surveys based on the results of the solicitation of opinions.
