August 29, 2025 Implementation of Emergency Communications Drill and Related Emergency Drills as Part of FY2025 Comprehensive Disaster-preparedness Drills

 The Central Emergency Communication Conference (chaired by YUMOTO Hironobu, Director-General of the Telecommunications Bureau of the Ministry of Internal Affairs and Communications (MIC)), together with the Regional Emergency Communication Conference in each area, will participate in an emergency communications drill and related emergency drills as part of the FY2025 comprehensive disaster-preparedness drills. Through these drills, they will promote initiatives to contribute to ensuring smooth communication during emergencies.

1. Examples of major activities of the Emergency Communication Conference with participants

(1) Emergency communications drill
Drills will be conducted to ensure and operate communications from disaster-affected areas to prefectural or national authorities by utilizing private communication networks owned by other organizations based on the assumption that normal communication networks may become unusable for transmitting information from disaster-affected areas to the national level due to disruptions in telecommunications carrier lines or prefectural disaster prevention administrative radio systems.

(2) Drill of transporting mobile communications equipment for disaster response
This drill will be conducted to transport mobile communication equipment for disaster response, anticipating situations where communication equipment maintained by local governments is damaged, disrupting communication systems.

(3) Other awareness-raising activities related to disaster prevention activities
The Central Emergency Communication Conference will conduct public awareness-raising activities related to disaster prevention activities, such as the display of communication devices that will be useful for disaster recovery activities and support for disaster victims.

 Led by the MIC, the Emergency Communication Conference is composed of about 2,200 entities, including relevant government ministries, local governments, designated public institutions, and licensed radio operators involved in emergency communications. The conference is organized and operated through the Central Emergency Communication Conference, Regional Emergency Communication Conference, and District Emergency Communication Conference .
