August 29, 2025 Publication of the Status of Telecommunications Numbers in Use (FY2024)

 The Ministry of Internal Affairs and Communications (MIC) has published the summary of the “Publication of the Status of Telecommunications Numbers in use (FY2024)” (*Note), as reported by telecommunications carriers under Article 8 of the Rules for Reporting on Telecommunications Business (Ministerial Ordinance of MPT, No. 46 of 1988), in accordance with Article 10 of the same Ordinance.
 In addition, the “Publication of the Status of Telecommunications Numbers in Use (FY2023),” which was released on August 30, 2024, has been revised to reflect correction reports from carriers, and is hereby republished accordingly.

Note: The published materials are in Japanese only.

Note: “The status of telecommunications numbers in use” refers to the numbers that telecommunication carriers have provided to subscribers from the range of numbers designated to them by MIC to use.

1. Number of key telecommunications numbers in use

As of the end of FY2024 (March 31, 2025)

  • “0AB-J” numbers for fixed-line phones: Approximately 52.33 million numbers (decreased by approximately 1.53 million from the previous year)
  • “050” numbers for IP phones: Approximately 8.46 million numbers (decreased by approximately 1.27 million from the previous year)
  • “070/080/090” numbers for mobile phones and PHS: Approximately 188.35 million numbers (increased by approximately 0.52 million from the previous year)

FY2024 (April 1, 2024 to March 31, 2025)

  • Mobile phone number portability status: Approximately 10.56 million numbers (increased by approximately 1.46 million from the previous year)
  • Fixed-line number portability status*: Approximately 2.29 million numbers

* From January 2025 onward, two-way number portability among all carriers providing services using fixed-line numbers has, in principle, become possible. Therefore, starting this fiscal year, it is included as a subject of publication.

2. Key points

  • The number of “0AB-J” in use for fixed-line phones continues to decline, decreasing by approximately 1.53 million (approx. 2.8% decline) from the end of FY2023 to the end of FY2024.
  • The number of “050” numbers for IP phones decreased by approximately 1.27 million (approx. 13.1% decline) from the end of FY2023 to the end of FY2024, marking the first decrease in five years.
  • The number of “070/080/090” numbers for mobile phones increased by approximately 0.52 million (approx. 0.3% increase) over the same period, continuing a growth trend for the fifth consecutive year.
  • Regarding mobile phone number portability, there was an increase of approximately 1.46 million numbers from the end of FY2023 to the end of FY2024. Since the start of surveys in 2006, the cumulative total of number portability implementations has exceeded 100 million.

3. Revisions to the “publication of the status of telecommunications numbers in use (FY2023)”

 The “publication of the status of telecommunications numbers in use (FY2023)” has been revised to reflect correction reports and other updates from carriers, including adjustments to the figures for increases and decreases in the number of telephone numbers in use.
