August 7, 2025 Results of APEC Digital AI Ministerial Meeting (TELMIN11)
On Monday, August 4, 2025, the APEC Digital AI Ministerial Meeting (TELMIN11) was held in Incheon, the Republic of Korea, and Vice Minister for International Affairs IMAGAWA attended from the Ministry of Internal Affairs and Communications (MIC). APEC member economies participated in the meeting, and various policy issues in the ICT field were discussed. The Ministerial Statement was adopted as the outcome document.

3. A summary of the outcomes of the meeting
The APEC ministerial meeting on ICT was held for the first time in 10 years (since 2015) in Kuala Lumpur, Malaysia.
At this year’s meeting in Incheon, the Republic of Korea, discussions were conducted on the three themes set by the Republic of Korea during its presidency:
(1) Facilitating Digital and AI Innovation to Address Challenges
(2) Enhancing Universal and Meaningful Digital Connectivity
(3) Creating a Safe and Trustworthy Digital and AI Ecosystem
In the discussion on theme (1), “Facilitating Digital and AI Innovation to Address Challenges,” Vice Minister IMAGAWA emphasized the critical importance of establishing rules to realize “safe, responsible, and trustworthy AI.” He introduced Japan’s efforts based on the “Hiroshima AI Process,” which Japan leads, including initiatives such as the “reporting framework,” which enables AI developers to self-assess and report their compliance with the “International Code of Conduct,” to promote transparency and accountability in generative AI development. He also stressed the importance of broadly sharing these principles and initiatives beyond the G7 and OECD member countries.
In the discussion on theme (2), “Enhancing Universal and Meaningful Digital Connectivity,” he emphasized that a well-balanced combination of competition policy and financial support for underserved areas is essential to achieve universal and meaningful connectivity. He also stressed the importance of securing high-quality, safe, and sustainable infrastructure through the integration of emerging technologies, such as AI and quantum computing, as well as strengthening network resilience.
As a result of the ministerial discussions, the Ministerial Statement was adopted as the outcome of the meeting.
4. Overview of bilateral meetings
Making use of the opportunity to attend the ministerial meeting, Vice-Minister IMAGAWA held bilateral meetings with the following ministers and officials, and he engaged in exchanges of views with the private sector and had in-depth dialogues on common policy issues with individual counterparts:
・The United States of America: Michael J. KRATSIOS, Director, White House Office of Science and Technology Policy
・The Republic of Korea: Mr. RYU Je Myung, Vice Minister, Ministry of Science and ICT
・Indonesia: Dr. Ir. Ismail, Secretary General, Ministry of Communications and Digital Affairs
