September 11, 2025 Results of the Solicitation for Opinions on the Draft Ministerial Ordinance for Partial Amendment of the Regulations for Enforcement of the Radio Act (hereinafter the "Draft Ministerial Ordinance"), and the Report from the Radio Regulatory Council
 The Ministry of Internal Affairs and Communications (MIC) solicited opinions on the Draft Ministerial Ordinance from Tuesday, July 29, 2025, to Monday, September 1, 2025.
 Based on the results of the opinion solicitation, the MIC consulted the Radio Regulatory Council, chaired by SASASE Iwao, professor emeritus at Keio University, regarding the matters for consultation in the Draft Ministerial Ordinance under Article 99-11, Paragraph 1, Item 1 of the Radio Act (Act No. 131 of 1950). Today, the MIC received a report stating that these matters are appropriate.
Based on the results of the opinion solicitation and the report from the Radio Regulatory Council, the MIC will promptly revise the relevant ministerial ordinances.
1. Overview
 The Act Partially Amending the Radio Act and the Broadcasting Act (Act No. 27 of 2025) (hereinafter the "Amending Act") was promulgated on April 25, 2025. It is stipulated that the Amending Act will come into force on a date specified by a cabinet order, within a period not exceeding nine months from the date of promulgation, except for certain provisions.
 The aforementioned amendment to the Radio Act was made in response to the revision of the International Convention for the Safety of Life at Sea (SOLAS), which added ship earth stations to the list of mandatory ship stations. This amendment necessitated the revision of the relevant ministerial ordinances. Accordingly, the MIC prepared the Draft Ministerial Ordinance to partially amend the Regulations for Enforcement of the Radio Act and solicited opinions on the Draft Ministerial Ordinance. The solicitation period ran from Tuesday, July 29, 2025, to Monday, September 1, 2025.
2. Results of solicitation for opinions
Despite the opinion solicitation, no opinions were submitted, except for one that was deemed completely irrelevant to the Draft Ministerial Ordinance and was not treated as a submitted opinion.
3. Report from the Radio Regulatory Council
Based on the results of the opinion solicitation, the MIC consulted the Radio Regulatory Council regarding the matters for consultation in the Draft Ministerial Ordinance under Article 99‑11, Paragraph 1, Item 1 of the Radio Act. Today, we received a report stating that these matters are appropriate.
4. Future plans
Based on the results of the public solicitation and the report from the Radio Regulatory Council, the MIC will promptly revise the relevant ministerial ordinances.
