September 11, 2025 Partial Report from the Information and Communications Council Regarding “How to Promote Effective Use of Radio Waves to Adapt to Changes in the Social Environment” (hereinafter the "Effective Radio Use Promotion") - The State of the Radio Wave Usage Environment (hereinafter the "Theme") -

　Today, the Ministry of Internal Affairs and Communications (MIC) received a partial report from the Information and Communications Council, chaired by ENDO Nobuhiro, special advisor to NEC Corporation, on the Theme, which forms part of the Effective Radio Use Promotion (Consultation No. 30, dated February 3, 2025).

1. Background

　From March to August 2025, the Effective Use of Radio Wave Committee, chaired by FUJII Takeo, Professor at the Advanced Wireless and Communications Research Center, the University of Electro-Communications, under the ICT Subcommittee of the Information and Communications Council, has studied the Effective Radio Use Promotion (Information and Communications Council Consultation No. 30, dated February 3, 2025).
　The aforementioned studying was conducted from March to August 2025. The Effective Use of Radio Wave Committee compiled the results of the discussions into a report and submitted it to the General Assembly of the Information and Communications Council, chaired by ENDO Nobuhiro, special advisor to NEC Corporation. The assembly deliberated on the report, and a partial report was submitted from the Council today.

2. Future plans

　Based on this partial report, the MIC plans to advance future information and telecommunications administration.
