September 12, 2025 Release of the Ninth Report of the Study Group on Calculation of Interconnection Charges, etc
 The Ministry of Internal Affairs and Communications (MIC) made an appeal for opinions from Tuesday, July 1, 2025, to Wednesday, July 30, 2025, on the Ninth Report drafted by the Study Group on Calculation of Interconnection Charges, etc. (chaired by AIDA Hitoshi, Specially Appointed Professor at the University of Tokyo).
 With consideration of the results of the appeal for opinions, MIC has released the Ninth Report finalized by the Study Group on the Calculation of Interconnection Charges, etc.

○ Background
 MIC organized the Study Group on Calculation of Interconnection Charges, etc* (hereafter referred to as the “Study Group”) in March 2017. Since then, the Study Group has been deliberating on the current interconnection system, which is the basis for ensuring fair competition, and other matters for providing diverse services smoothly in a fair competition environment.
 The Study Group issued the Eighth Report in September 2024. After that, the Study Group held 10 meetings up to June 2025. In addition to the connection rules and various issues related to wholesale telecommunications services raised in the Eighth Report, the Study Group has been discussed and verified new issues raised by related businesses and business organizations as observers.
 With the results of these deliberations having been summarized, the Study Group drafted the Ninth Report. Then MIC made an appeal for opinions from Tuesday, July 1, 2025, to Wednesday, July 30, 2025, on the draft and received 15 opinions on the Report.
 With consideration of the appeal for opinions, MIC has released the Ninth Report finalized by the Study Group.
 * The name was changed from the Study Group on Calculation of Interconnection Charges in December 2019.
