September 19, 2025 Current Status of the Specified Correspondence Delivery Business
The Ministry of Internal Affairs and Communications (MIC) compiled the current status of the specified correspondence delivery business in FY2024 based on the business performance reports and business reports for FY2024 submitted by specified correspondence delivery business operators.

[Summary of the compiled results]
The Act on Correspondence Delivery by Private Business Operators (Act No. 99 of 2002) came into effect in 2003. More than 20 years have passed since private business operator became able to enter the postal sector(correspondence delivery) that had previously been monopolized by the government. The following are key points regarding the current status of the specified correspondence delivery business in FY2024:
○ The total number of specified correspondence delivery business operators was 623 as of the end of FY2024, an increase of 27 compared with the end of the previous fiscal year.
○ The total number of specified correspondences accepted in FY2024 was approximately 21.41 million, an increase of approximately 0.25 million or 1.2% compared with the previous fiscal year.
○ The total sales of specified correspondences in FY2024 were approximately 19.1 billion yen, an increase of approximately 200 million yen or 1.3% compared with the previous fiscal year.
[Overview of the reporting system]
Pursuant to Article 41 of the Regulations for Enforcement of the Act on Correspondence Delivery by Private Business Operators (MIC Ordinance No. 27 of 2003), the MIC annually receives submissions from specified correspondence delivery business operators, including business performance reports covering the number of correspondences accepted and their sales, as well as business reports detailing management structure, capital, and other relevant information.
