September 1, 2025 Partial Report from the Information and Communications Council on Technical Requirements for Telecommunications Facilities Enabling Network Switchover to IP (hereinafter the "IP Technical Requirements") - Telecommunications Accident Reporting System in Light of Changes in the Actual Usage of Telecommunications Services (hereinafter the "Telecommunications Accident Reporting System") -
Today, the Ministry of Internal Affairs and Communications (MIC) received a partial report from the Information and Communications Council, chaired by ENDO Nobuhiro, special advisor to NEC Corporation, regarding the Telecommunications Accident Reporting System, which forms part of the IP Technical Requirements (Consultation No. 2020, dated October 31, 2005).

1. Background
 Since November 2005, the IP Network Equipment Committee, chaired by AIDA Hitoshi, specially-appointed professor at the University of Tokyo, under the ICT Subcommittee of the Information and Communications Council has been studying the IP Technical Requirements (Consultation No. 2020, submitted to the Information and Communications Council on October 31, 2005).
 The IP Network Equipment Committee reviewed the Telecommunications Accident Reporting System from April to August 2025 and compiled a partial report. The report was subsequently submitted to the ICT Subcommittee, chaired by TAKADA Junichi, Executive Vice President for International Affairs at Tokyo University of Science and Professor at the School of Environment and Society, for deliberation. Today, the MIC received the partial report from the Information and Communications Council.
2. Future plans
Based on the partial report, the MIC intends to promptly improve the relevant systems.
