September 22, 2025 Results of the 28th Universal Postal Congress

 The 28th Universal Postal Congress was held in Dubai, United Arab Emirates, starting on Monday, September 8, with the participation of representatives of member countries of the Universal Postal Union (UPU) and others to discuss important matters concerning the UPU. The following are the main results of the meeting:

1. Period

 From Monday, September 8, 2025, to Friday, September 19, 2025 (two weeks)

2. Place

 Dubai, United Arab Emirates

3. Attendees

 Approximately 1,800 people attended, including representatives from 174 of the 192 UPU member countries, as well as observers from the United Nations, its specialized agencies, and related organizations such as regional postal unions.

 From Japan, a delegation headed by ADACHI Masashi, State Minister for Internal Affairs and Communications, attended the meeting. The delegation was composed of representatives from the Ministry of Internal Affairs and Communications (MIC), the Ministry of Foreign Affairs, and Japan Post Co., Ltd.

4. Election

 The incumbent Director General of the International Bureau of the UPU, METOKI Masahiko, was re-elected by acclamation.

 Elections for the Council of Administration and the Postal Operations Council were also held simultaneously. Japan was elected as a member of both councils with a high number of votes.

5. Important matters discussed

(1) UPU Strategy 2026-2029

 The "UPU Strategy 2026-2029" was adopted, outlining strategic goals in rule development, technological innovation, and regional cooperation to advance the development of global postal services.

(2) UPU Development Cooperation Policy 2026-2029

 The UPU Development Cooperation Policy 2026–2029 has been adopted, outlining measures to strengthen community-based assistance and disaster-response support.

(3) UPU financial matters

 The UPU’s financial matters, including the maximum annual expenditure for its activities (CHF 39,512,270 per year, approximately 6.8 billion JPY; see Note), were approved.

(4) Review of the international postal service

 The Universal Postal Convention was revised to update the international postal service in response to changing market demands and other factors.

6. Other

(1) High-level statement

   To enhance Japan’s presence, State Minister ADACHI expressed Japan’s intention to actively support cooperative projects for UPU member countries through voluntary contributions via the Japan Fund.

(2) 2IPD (Integrated Index for Postal Development) Awards

  The UPU evaluates and rates the quality of postal services in its member countries. Japan’s postal services were recognized as the highest level.

  At the award ceremony, State Minister ADACHI, and KOIKE Shinya, President of Japan Post Co., Ltd., received the Grand Prize on behalf of Japan.
