September 4, 2025 Report from the Information and Communications and Posts Administrative Council (hereinafter the "Council") on the Draft Policy for Conducting Surveys and Evaluations of Competition, etc. in the Telecommunications Business Field (hereinafter the "Draft Policy")

　The Ministry of Internal Affairs and Communications (MIC) consulted the Council, chaired by AIDA Hitoshi, specially appointed professor at the University of Tokyo, on the Draft Policy (Consultation No. 3198 dated Tuesday, July 1, 2025).
　The Council solicited opinions on the Draft Policy and submitted a report stating that it is appropriate to finalize the policy after making the necessary revisions. The MIC makes the Draft Policy, along with the results of the solicitation of opinions, publicly available.

1. Overview

　The Draft Policy specifies how surveys and evaluations of competition among telecommunications carriers and the implementation status of measures taken to promote fair competition.

2. Report

　On Tuesday, July 1, 2025, the MIC consulted the Council regarding the Draft Policy and received a report from the Council stating that it is appropriate to finalize the policy after making the necessary revisions.

3. Future plans

　Based on this report, etc., the MIC will conduct surveys and evaluations of competition, etc. according to the policy on a fiscal year basis, starting in FY2025. The results of the surveys and evaluations in each fiscal year will be compiled based on the results of the opinion solicitation and the report from the Council, and then published around the summer of the following year.
