March 11, 2026 Results of the Solicitation for Opinions on the Draft Ministerial Ordinance Partially Amending the Regulations for Enforcement of the Radio Act (hereinafter the "Draft Ministerial Ordinance"), and the Report from the Radio Regulatory Council

- Development of the Regulatory Framework for Outdoor Use of 920 MHz Band Beam Wireless Power Transmission Systems -

 The Ministry of Internal Affairs and Communications (MIC) solicited opinions on the Draft Ministerial Ordinance that partially amends the Regulations for Enforcement of the Radio Act (Radio Regulatory Commission Rules No. 14 of 1950). The opinion solicitation period ran from Saturday, January 24, 2026, to Tuesday, February 24, 2026. As a result, 11 opinions were submitted. These opinions, along with the MIC’s position on them, will be made publicly available.
 Based on the results of the opinion solicitation, the MIC consulted the Radio Regulatory Council, chaired by SASASE Iwao, professor emeritus at Keio University, regarding the appropriateness of the Draft Ministerial Ordinance. Today, the MIC received a report stating that it is appropriate to make amendments in accordance with the content of the Draft Ministerial Ordinance.
 Based on the results of the opinion solicitation and the report from the Radio Regulatory Council, the MIC will promptly amend the related regulations.

1. Overview

 Beam wireless power transmission (WPT) systems transmit power wirelessly over distances of 5 to 10 meters using radio waves, and are expected to be used to supply power to sensors and other equipment in factories and warehouses.

 In May 2022, the MIC developed a regulatory framework for three frequency bands—920 MHz, 2.4 GHz, and 5.7 GHz—all of which are for indoor-use premises radio stations. The 920 MHz band beam WPT systems are used to supply low power of several tens of milliwatts. However, as their use becomes more widespread, demand is increasing for greater flexibility in installation locations and a wider range of applications.

 In light of the current situation, the Information and Communications Council, chaired by ENDO Nobuhiro, special advisor to NEC Corporation, studied 920 MHz band beam WPT systems from the following perspectives: (1) lifting the indoor-use limitation to allow outdoor operation, and (2) limiting output power to permit operation without a license. In October 2025, the Council submitted a partial report on the technical requirements for the outdoor use of 920 MHz band beam WPT systems.

 In response, the MIC decided to proceed with the development of a necessary regulatory framework to introduce these systems, and solicited opinions on the Draft Ministerial Ordinance. The opinion solicitation period ran from Saturday, January 24, 2026, to Tuesday, February 24, 2026.

2. Report from the Radio Regulatory Council

 Based on the results of the opinion solicitation, the MIC consulted the Radio Regulatory Council regarding matters under the Radio Act (Act No. 131 of 1950) included in the Draft Ministerial Ordinance. Today, we received a report stating that the amendment in accordance with the Draft is appropriate.

4. Future plans

 Based on the report from the Radio Regulatory Council and the results of the opinion solicitation, the MIC will promptly amend the related regulations.
