March 11, 2026 Results of the Solicitation for Opinions on the Draft Ministerial Ordinance Partially Amending the Regulations for Enforcement of the Radio Act (hereinafter the "Draft Ministerial Ordinance"), and the Report from the Radio Regulatory Council

- Partial Amendment to the Draft Ministerial Ordinance Based on the Partial Report from the Information and Communications Council -

 On December 8, 2025, the Ministry of Internal Affairs and Communications (MIC) received a partial report from the Information and Communications Council, chaired by ENDO Nobuhiro, special advisor to NEC Corporation, regarding "tolerances and measurement methods for disturbances emitted from industrial, scientific, and medical equipment" and "technical requirements for measurement methods for radio frequency disturbances and immunity." In response, the MIC solicited opinions on the Draft Ministerial Ordinance from Saturday, January 24, 2026, to Tuesday, February 24, 2026.
 As a result, 18 opinions were submitted. These opinions, along with the MIC’s position on them, will be made publicly available.  Based on the results of the opinion solicitation, the MIC consulted the Radio Regulatory Council, chaired by SASASE Iwao, professor emeritus at Keio University, regarding matters under the Radio Act (Act No. 131 of 1950) set forth in the Draft Ministerial Ordinances. Today, the MIC received a report stating that these matters are appropriate.
 Based on the results of the opinion solicitation and the report from the Radio Regulatory Council, the MIC will promptly amend the related regulations.

1. Overview

 To prevent interference with radio communication systems or malfunctions in electrical and electronic equipment, the International Special Committee on Radio Interference (CISPR) has established tolerances and measurement methods for various types of radio disturbances, known as CISPR standards. Among the CISPR standards, CISPR 11 (Tolerances and Measurement Methods for Disturbances Emitted from Industrial, Scientific, and Medical Equipment) and CISPR 16 (Technical Requirements for Measurement Methods for Radio Frequency Disturbances and Immunity) were partially revised. In response, the Information and Communications Council deliberated on these revisions and submitted a partial report on December 8, 2025.

 In light of this situation, it is necessary to harmonize the tolerances and measurement methods for high-frequency equipment, excluding communication equipment, with those in international standards. As part of this effort, the MIC prepared the Draft Ministerial Ordinance and solicited opinions.

2. Report from the Radio Regulatory Council

 Based on the results of the opinion solicitation, the MIC consulted the Radio Regulatory Council regarding matters under the Radio Act (Act No. 131 of 1950) set forth in the Draft Ministerial Ordinance. Today, we have received a report stating that these matters are appropriate.

3. Future plans

 Based on the report from the Radio Regulatory Council and the results of the opinion solicitation, the MIC will promptly amend the related regulations.
