March 11, 2026 The Draft Ministerial Ordinance Partially Amending the Regulations for Enforcement of the Radio Act (hereinafter the "Draft Ministerial Ordinance")

(Results of Opinion Solicitation and Report from the Radio Regulatory Council)

 The Ministry of Internal Affairs and Communications (MIC) solicited opinions on the Draft Ministerial Ordinance from Saturday, January 24, 2026, to Tuesday, February 24, 2026. As a result, 48 opinions were submitted.
 The opinions submitted, along with the MIC's position on them, will be made publicly available.
 Based on the results of the opinion solicitation, the MIC consulted the Radio Regulatory Council, chaired by SASASE Iwao, professor emeritus at Keio University, regarding the appropriateness of the draft notice (part of the Draft Ministerial Ordinance) that partially amends the basic broadcasting promotion plan. Today, the MIC has received a report stating that the draft notice is appropriate.
 Based on the results of the opinion solicitation and this report, the MIC will promptly implement institutional enhancements.

1. Overview

 On Friday, June 27, 2025, the MIC held the Study Group on Ensuring Governance in Broadcasters (hereinafter the "Study Group") to discuss the specific governance requirements for broadcasters and the measures necessary to ensure compliance. On Wednesday, January 21, 2026, a summary of the Study Group’s activities was published.

 In light of this situation, the MIC decided to partially amend the Regulations for Enforcement of the Radio Act and the related documents. The MIC prepared the Draft Ministerial Ordinance, and solicited opinions from Saturday, January 24, 2026, to Tuesday, February 24, 2026.

2. Report from the Radio Regulatory Council

 Based on the results of the opinion solicitation, the MIC consulted the Radio Regulatory Council regarding the appropriateness of the draft notice (part of the Draft Ministerial Ordinance) partially amending the basic broadcasting promotion plan. Today, the MIC received a report stating that the draft notice is appropriate.

3. Future plans

 Based on the results of the opinion solicitation and the report from the Radio Regulatory Council, the MIC will promptly develop the related regulations.
