March 26, 2026 Approval of Amendments to the Articles of Agreement Concerning Interconnection to Category I Designated Telecommunications Facilities of NTT East and NTT West (Revision of Interconnection Fees for Fiscal Year 2026, etc.)

On Tuesday, January 20, 2026, the Ministry of Internal Affairs and Communications (MIC) consulted the Information and Communications and Posts Administrative Council, chaired by AIDA Hitoshi, specially-appointed professor at the University of Tokyo, regarding the Approval (Consultation No. 3207 dated January 20, 2026). The first opinion solicitation was conducted from Wednesday, January 21, 2026, to Thursday, February 19, 2026, followed by the second solicitation from Wednesday, February 25, 2026, to Tuesday, March 10, 2026 Today, as MIC has received a report from the Council stating that it is appropriate to approve the amendments as consulted, the contents of this report, including the submitted comments and the Council's responses thereto, are now being made public.
Based on this report, the MIC plans to promptly approve them.

1. Overview (policy indicated in the report is shown in parentheses)
(1)Revision of interconnection charges for Subscriber Optical Fiber lines, etc. in FY2026 [Approval appropriate]
In order to revise interconnection charges for Subscriber Optical Fiber (optical fiber subscriber lines) for which interconnection charges are calculated using the future cost method, etc., a portion of the interconnection agreements for Category I designated telecommunications equipment of NTT East Corporation and NTT West Corporation will be amended.
(2)Revision of interconnection charges for next-generation networks (NGN), etc. in FY2026 [Approval appropriate]
In order to revise interconnection charges for Next-Generation Networks (NGN), etc., for which interconnection charges are calculated using the future cost method, etc., a portion of the interconnection agreements for Type I designated telecommunications equipment of NTT East Corporation and NTT West Corporation will be amended.
(3)Revision of interconnection charges for FY2026 based on the Long-Term Incremental Cost (LRIC) method [Approval appropriate]
In order to revise the interconnection charges for some functions of metal IP phones, etc., for which the interconnection charges are calculated using the Long-Term Incremental Cost (LRIC) method, a portion of the interconnection agreements for Category I designated telecommunications equipment of NTT East Corporation and NTT West Corporation will be amended.
(4)Revision of interconnection charges for FY2026 based on the Actual Cost Method [Approval appropriate]
In order to revise the interconnection charges for Metal Subscriber lines (dry copper), etc., for which the interconnection charges are calculated using the Actual Cost method, a portion of the interconnection agreements for Type I designated telecommunications equipment of NTT East Corporation and NTT West Corporation will be amended.
2. Results of the opinion solicitation and the report
On January 20, 2026 (Tuesday), MIC consulted the Council for Information and Communications Administration and Postal Administration regarding the "Approval of Amendments to the Interconnection Agreements for Category I Designated Telecommunications Equipment of NTT East Corporation and NTT West Corporation."
Opinions were solicited on this proposal from January 21, 2026 (Wednesday) to February 19, 2026 (Thursday), and 12 comments were submitted.
Subsequently, a second public comment period was held from February 25, 2026 (Wednesday) to March 10, 2026 (Tuesday), during which 15 comments were submitted.
Today, the Council submitted a report stating that it deemed appropriate to approve the amendments as requested.
3. Future plans
Based on this report, the Ministry of Internal Affairs and Communications will promptly grant approval.
