March 26, 2026 Approval of amendments to interconnection agreements related to Category I Designated Telecommunications Facilities of NTT East Corporation (Revision of FY 2026 fees for land and building fees etc., and recalculation of fees for previous Fiscal Years)

　On Friday, February 20, 2026, the Ministry of Internal Affairs and Communications consulted the Information and Communications Administration and Postal Administration Council(Chair: Hitoshi Aida, Senior Professors, The University of Tokyo) regarding “Approval of amendments to interconnection agreements related to Category I Designated Telecommunications Facilities of NTT East Corporation (Revision of FY 2026 fees for land and building fees etc., and recalculation of fees for previous Fiscal Years)”, (Consultation No. 3211, February 20, 2026), and solicited public comments from Saturday, February 21, 2026, to Friday, March 13, 2026.
　Today, we received a report from the Council stating that approval as requested is deemed appropriate. We therefore publish the contents of this report, which includes the submitted comments and the Council’s views on them.
　Based on this report, the Ministry of Internal Affairs and Communications plans to grant approval promptly.

　In NTT East Corporation, it is to change a part of Interconnection Agreements related to Category I Designated Telecommunications Facilities in order to establish regulations regarding retroactive settlements based on revisions to interconnection fees and recalculations of fees for prior fiscal years, with respect to land and building fees, etc., which are calculated using the actual cost method. [Approval appropriate]

2 Results of public comment solicitation and the report

　 On Friday, February 20, 2026, the Ministry of Internal Affairs and Communications consulted the Information and Communications Administration and Postal Administration Council regarding the “Approval of Changes to Interconnection Agreements related to Category I Designated Telecommunications Facilities of NTT East Corporation (revision of fiscal year 2026 fees for land and building fess, etc., and recalculation of fees for prior fiscal years).

　Regarding this matter, the public comment solicitation was carried out on this matter from Saturday, February 21, 2026, to Friday, March 13, 2026, during which one opinion was submitted.

　Today, we received a report from the Council stating that it is appropriate to grant approval as requested.

3 Future Plans

　 Based on this report, the Ministry of Internal Affairs and Communications plans to grant approval promptly.
