March 30, 2026 Publication of 5G Infrastructure Deployment Status (As of the end of FY2024) Based on New Targets

 Based on the report from the “Working Group on Promoting Infrastructure Development for 5G Proliferation” (Chair: Hiroyuki Morikawa, Professor, Graduate School of Engineering at the University of Tokyo), which was compiled in July 2024, the Ministry of Internal Affairs and Communications has received reports on the status of 5G infrastructure development from mobile network operators as of the end of FY2024. We have compiled these results and publish the results.

1 Overview

 The “Working Group on Promoting Infrastructure Development for 5G Proliferation” (Chair: Hiroyuki Morikawa, Professor, Graduate School of Engineering at the University of Tokyo) under "Radio Policy Roundtable For Expanding Digital Business" (Chair: Hiroyuki Morikawa, Professor, Graduate School of Engineering at the University of Tokyo, a report incorporating new deployment targets for high-frequency bands such as Sub6 (Limited to 3,600 MHz to 4,100 MHz and 4,500 MHz to 4,600 MHz) and millimeter waves, as well as new technologies like SA (Stand Alone), was finalized on July 17, 2024. Based on this report, the Ministry of Internal Affairs and Communications formulated and published the “Action Plan for WX Promotion Strategy” on August 30, 2024.

 Furthermore, with a view toward around 2030, the Ministry of Internal Affairs and Communications formulated and published the “Digital Infrastructure Development Plan 2030” on June 11, 2025, to organize the development policies for necessary digital infrastructure and specific promotion measures for their realization, and to promote the development of Japan’s digital infrastructure in an integrated and efficient manner.

 Based on these documents, we have received reports from mobile network operators (NTT DOCOMO, Inc., KDDI Corporation/Okinawa Cellular Telephone Company, SoftBank Corp., and Rakuten Mobile, Inc.) regarding 5G infrastructure development status as of the end of FY 2024. We have compiled these results and publish the results.
