The Ministry of Internal Affairs and Communications solicited opinions from Saturday, February 7 through Monday, March 9, 2026, on Draft Partial Amendments to Notice related to the Designation of Specified Telecommunications Facilities based on the Telecommunications Business Act (Act No. 86 of 1984), but no opinions were submitted.

1 Overview
Under the Telecommunications Business Act, from the perspective of promoting fair competition, if a Category I or II designated telecommunications facilities installer or its affiliated company merges with or otherwise integrates a non-affiliated specified telecommunications facilities installer, pursuant to Article 12-2 of the Act, the registration ceases to be effective if it is not renewed within three months from the date of the occurrence of the merger or similar event.
This matter involves a partial amendment to the Notice regarding the designation of specified telecommunications facilities under the Telecommunications Business Act, based on the status of facility installation in fiscal year 2024.
2 Results of solicitation for opinions
The solicitation for opinions regarding the revision of this Notice was conducted from Saturday, February 7 through Monday, March 9, 2026, but no opinions were submitted.
3 Promulgation and enforcement of the Notice
The Notice was promulgated and went into effect today.
