April 1, 2026 Holding “Roundtable Discussion on Promotion of Ensuring Governance at Broadcasters

 The Ministry of Internal Affairs and Communications (MIC) will hold “Roundtable Discussion on Promotion of Ensuring Governance at Broadcasters”, in order to share information and exchange opinions on promotion of ensuring governance of broadcasters.

1.Background and purpose

 MIC held “the Study Group on Ensuring Governance at Broadcasters”, discussed specific details of the governance required for broadcasters and the measures necessary to ensure it, and made “the Draft Report of the Study Group on Ensuring Governance at Broadcasters” publicly available on January 21, 2026. In the Report, it has been recommended that a roundtable discussion be held, consisting of experts, industry associations, the Japan Broadcasting Corporation (NHK), and administrative agencies, as a mechanism for public-private cooperation to follow up, share information and exchange opinions in it.

 Based on this recommendation, “Roundtable Discussion on Promotion of Ensuring Governance at Broadcasters” will be held to share information and exchange opinions on ensuring governance at broadcasters.

2.Main points to consider

  • (1)Guidelines for ensuring governance of industry associations
  • (2)Status of implementation of the guidelines, overview of self-assessment and status of ensuring objectivity
  • (3)Activities to provide advice etc. to each broadcaster of industry association
  • (4)Industry-wide efforts in respecting human rights and ensuring compliance in relationships with talent agencies and program performers
  • (5)Overview of responses in this case in the event of a serious incident.   
  • (6)Review to enhance efforts etc. based on (1) to (5) 
  • (7)Others

3.Date of event

 This Roundtable Discussion is scheduled to be held from April 2026.

4.Points to note

 This roundtable discussion may deal with information concerning individual corporations and other organizations, and will be basically held in private to encourage frank exchange of opinions among the members.
