Results of public comments on the draft report of the IP Network Facilities Committee of the Information and Communication Technology Subcommittee, "Technical Requirements for Mobile Network Fixed Telephones" and the final draft report of the Telecommunications Business Policy Subcommittee. "The Ideal state of Telecommunications Numbering System as a Means of Preventing the Use of Telephone Numbers for Criminal Activities."
The IP Network Facilities Committee (Chaired by AIDA Hitoshi, specially-appointed professor of the University of Tokyo), under the ICT Subcommittee of the Information and Communications Council and the Telecommunications Business Policy Committee (Chaired by OKADA Yosuke, Professor, Faculty of Social Innovation, Seijo University), under the Information and Communications Council solicited public comments on the draft report on "Technical Requirements for Mobile Network Fixed Telephones" and the draft final draft report on "The Ideal state of Telecommunications Numbering System as a Means of Preventing the Use of Telephone Numbers for Criminal Activities" from Wednesday, February 18, 2026 to Thursday, March 19, 2026.
As a result, 10 comments were submitted, and we hereby publish the submitted comments and the responses of these Committees.

1. Subject of solicitation for opinions
Draft report on " Technical Requirements for Mobile Network Fixed Telephones" and draft final report on "The Ideal state of Telecommunications Numbering System as a Means of Preventing the Use of Telephone Numbers for Criminal Activities."
2. Future plans
The report on "Technical Requirements for Mobile Network Fixed Telephones" will be discussed at the next Information and Communications Technology Subcommittee (Chaired by Junichi TAKADA, Executive Vice President in charge of Global Affairs and a professor at the School of Environment and Society at the Institute of Science Tokyo,) under Information and Communications Council.
