April 23, 2026 Release of the “Action Plan for Strengthening the Global Reach of Live-Action Content”
The Public-Private Conference for Strengthening the Global Reach of Live-Action Content (chaired by UCHIYAMA Takashi, Professor at the School of Cultural and Creative Studies, Aoyama Gakuin University) has formulated the “Action Plan for Strengthening the Global Reach of Live-Action Content,” which is hereby released.

1 Background
Based on the “Broadcasting and Distribution Content Industry Strategy Study Group Report” (released on August 26, 2025), the Public-Private Conference for Strengthening the Global Reach of Live-Action Content was launched on January 30, 2026, with the aim of establishing a public-private framework for promoting initiatives to strengthen the global reach of live-action content centered on broadcasting and distribution content, formulating an action plan, and monitoring the status of related initiatives.
The Conference, consisting of relevant stakeholders from both the public and private sectors, discussed concrete measures for strengthening the production capabilities and global reach of live-action content centered on broadcasting and distribution content. As a result of these discussions, the “Action Plan for Strengthening the Global Reach of Live-Action Content” has been formulated and is hereby released.
2 Future Actions
The Ministry of Internal Affairs and Communications (MIC) will work in collaboration with relevant public and private stakeholders to advance initiatives aimed at strengthening the production capabilities of live-action content and promoting its global reach, based on this action plan.
