The Ministry of Internal Affairs and Communications (MIC) solicited opinions on the draft Cabinet Orders and other measures concerning the establishment of Cabinet Orders in connection with the enforcement of the Act for Partial Revision of the Telecommunications Business Act and the Act on Nippon Telegraph and Telephone Corporation, etc., from Friday, March 13, 2026, to Monday, April 13, 2026. Six comments were submitted and MIC hereby publishes the submitted opinions and the responses to them..

1 Background

　This matter, for the establishment of MIC’s Ordinances on the Certification System for Towers Sharing Business and other facilities, in accordance with the enforcement of the Act for Partial Revision of the Telecommunications Business Act and the Act on Nippon Telegraph and Telephone Corporation, etc. (Act No. 46 of 2025), revises partially amending Cabinet Order for Enforcement of the Telecommunications Business Act (Cabinet Order No. 75 of 1985) and other related Cabinet Orders, as well as the Ordinance for Enforcement of the Telecommunications Business Act (MPT Ordinance No. 25 of 1985) and the Rules for Reporting on Telecommunications Business (MPT Ordinance No. 46 of 1988).

2 Results of Solicitation for Opinions and Report

　Regarding the draft Cabinet Orders and other measures concerning the revision of relevant Cabinet Orders accompanying the enforcement of the Act partially amending the Telecommunications Business Act and the Act on Nippon Telegraph and Telephone Corporation, etc., a public comment period was held from Friday, March 13, 2026, to Monday, April 13, 2026, during which six comments were submitted.

3 Future Plans

　Based on the results of the solicitation for opinions, MIC will promptly establish the Cabinet Orders and other measures.
