May 14, 2026 Report from the Information and Communications Council on “Technical Requirements for Telecommunications Facilities Enabling Network Switchover to IP” and "Ideal State of Telecommunications Number System for Countermeasures, etc. against Criminal Use of Telephone Numbers”

 The Ministry of Internal Affairs and Communications has received a partial report from the Information and Communications Council (chaired by Nobuhiro ENDO, Special Advisor to NEC Corporation) on the “Technical Requirements for Telecommunications Facilities Enabling Network Switchover to IP” (Consultation No. 2020 dated October 31, 2005), specifically concerning the “Technical Requirements for Mobile Network Fixed Telephones,” as well as final report on "Ideal State of Telecommunications Number System for Countermeasures, etc. against the Criminal Use of Telephone Numbers" (Consultation No. 1241 dated June 17, 2025).

1 Background

 The IP Network Facilities Subcommittee (chaired by AIDA Hitoshi, specially-appointed professor of the University of Tokyo) under the Information and Communications Technology Subcommittee of the Information and Communications Council has been examined since November 2005 on consultation No. 2020 dated October 31, 2005, titled “Technical Requirements for Telecommunications Facilities Enabling Network Switchover to IP.”

 In addition, the Telecommunications Business Policy Subcommittee (chaired by OKADA Yosuke, professor at the Faculty of Social Innovation at Seijo University) under the Information and Communications Council has been examined since September 2025 on the telecommunications numbering system for mobile network fixed telephones, as part of consultation No. 1241 dated June 17, 2025, titled “Ideal State of Telecommunications Number System for Countermeasures, etc. against Criminal Use of Telephone Numbers.”

 Since both of these studies pertain to mobile network fixed telephones and are interrelated, they have been conducted through joint meetings of the Working Group on Technical Requirements for Mobile Network Landline Telephones (established under the IP Network Facilities Committee of the Information and Communications Technology Subcommittee) and the Telecommunications Numbering Policy Committee (established under the Telecommunications Business Policy Subcommittee).

 Based on the deliberations of the Telecommunications Business Policy Subcommittee on April 21, the final report on “Ideal State of Telecommunications Number System for Countermeasures, etc. against the Criminal Use of Telephone Numbers” was adopted today, May 14, following deliberations by the Information and Communications Technology Subcommittee. a partial report on the “Technical Requirements for Mobile Network Fixed Telephones” within the “Technical Requirements for Telecommunications Facilities Enabling Network Switchover to IP” (Consultation No. 2020 dated October 31, 2005) was submitted by the Information and Communications Council.

2 Future Plans

 Based on this report, the Ministry of Internal Affairs and Communications will take the necessary measures.
