May 28, 2026 Results of the Solicitation for Opinions on the Draft Ministerial Ordinances Partially Amending the Regulations for Enforcement of the Radio Act and Other Rules (hereinafter referred to as the "Draft Ministerial Ordinances"), and the Report from the Radio Regulatory Council

-Institutionalization for Introducing Bandwidth Extension of 433 MHz Band Tire Pressure Monitoring and Remote Keyless Entry-

 The Ministry of Internal Affairs and Communications (MIC) solicited opinions on a draft ministerial ordinance that partially revises the Regulations for Enforcement of the Radio Act (Radio Regulatory Commission Rules No. 14 of 1950) and other rules. The opinion solicitation was conducted from Friday, April 3, 2026, to Thursday, May 7, 2026. As a result, 48 opinions were submitted. The submitted opinions and the MIC’s perspective on them will be announced.
 Based on the results of the opinion solicitation, the MIC consulted the Radio Regulatory Council, chaired by SASASE Iwao, professor emeritus at Keio University, regarding the appropriateness of the Draft Ministerial Ordinances. Today, the MIC received a report stating that they are appropriate to be amended as the Draft.
 Based on the results of the opinion solicitation and the report from the Radio Regulatory Council, the MIC will promptly amend the related regulations.

1.Overview

 The MIC has considered improving the environment required to respond to expanding international automotive trade in order to respond to respond to expanding international automotive trade.

 In light of these situations, the Information and Communications Council has been examining technical requirements from the perspective of international frequency coordination. On this occasion, the MIC received a partial report from the Information and Communications Council, chaired by ENDO Nobuhiro, Special Advisor to NEC Corporation, on amendment of technical requirements concerning the 433 MHz band tire pressure monitor and remote keyless entry.

 Furthermore, with the recent advancements in connected cars, autonomous driving technology, and the introduction of various wireless technologies such as in-vehicle LANs, wireless equipment installed in automobiles, including tire pressure monitors and remote keyless entry systems, has become more diverse, and it is required to expedite and reduce the burden of procedures concerning the certification of wireless equipment construction designs.

 In response to the above-mentioned, the Ministry has prepared a draft ministerial ordinance to amend the Radio Law Enforcement Regulations, etc. partially, and solicited opinions on this draft amendment from Friday, April 3 to Thursday, May 7.

2.Future Plans

 Based on the results of the opinion solicitation, the MIC consulted the Radio Regulatory Council on matters regarding the Radio Act (Act No. 131 of 1950) included in the draft ministerial ordinance to partially amend the Regulations for Enforcement of the Radio Act. Today, the MIC received a report indicating that amending the Act in accordance with the content of the drafts is appropriate.

 Based on the results of the opinion solicitation and the report from the Radio Regulatory Council, the MIC will promptly amend the related regulations.
