June 23, 2026 Results of Solicitation for Opinions on the Draft Notice Partially Amending the Notice Specifying the Purpose, Class of Emission, Frequency and Antenna Power of Specified Low-power Radio Stations

- Development of the Regulatory Framework for the Outdoor Use of 920 MHz Band Beam Wireless Power Transmission Systems -

　The Ministry of Internal Affairs and Communications (MIC) conducted a solicitation for opinions on the Draft Notice Partially Amending the Notice Specifying the Purpose, Class of Emission, Frequency and Antenna Power of Specified Low-power Radio Stations and related matters from Saturday, March 14, 2026, to Monday, April 13, 2026. As a result, three opinions were submitted. MIC hereby publishes the submitted opinions and its views on those opinions.

1　 Overview

　Beam wireless power transmission (WPT) systems transmit power wirelessly over distances of 5 to 10 meters using radio waves, and are expected to be used to supply power to sensors and other equipment in factories and warehouses.

　In May 2022, MIC developed the regulatory framework for beam WPT systems in three frequency bands: the 920 MHz band, the 2.4 GHz band, and the 5.7 GHz band (all limited to indoor local radio stations). Among these, the 920 MHz band WPT systems have been used to supply low power of several tens of milliwatts. However, as their use becomes more widespread, demand has increased for greater flexibility in installation locations and a wider range of applications.

　In light of this situation, the Information and Communications Council (chaired by ENDO Nobuhiro, Special Advisor to NEC Corporation) examined the following measures for the 920 MHz band WPT systems: (1) removing the restriction limiting their use to indoor environments and allowing outdoor use as well, and (2) permitting their use without a radio license by limiting the output power. In October 2025, MIC received a partial report from the Council on the "Technical Requirements for the Outdoor Use of 920 MHz Band Beam Wireless Power Transmission Systems."

　Based on this partial report, MIC conducted a solicitation for opinions on the Draft Notice Partially Amending the Notice Specifying the Purpose, Class of Emission, Frequency and Antenna Power of Specified Low-power Radio Stations and related matters from Saturday, March 14, 2026, to Monday, April 13, 2026, in order to develop the necessary regulatory framework.

　Based on the results of the solicitation for opinions, MIC developed the relevant regulations.
