June 25, 2026 Guidance to Sony Network Communications Inc. on the Obligation to Deliver Contract Documents

　The Ministry of Internal Affairs and Communications (MIC) has instructed Sony Network Communications Inc. (President and Representative Director: Noriyoshi Nakagawa; Corporate Number: 8010701005322; Headquarters: Minato-ku, Tokyo), a telecommunications carrier, in writing to ensure thorough compliance with the provisions of the Telecommunications Business Act (Act No. 86 of 1984; hereinafter referred to as "the Act") and to take other necessary measures, after recognizing violations of the Act.

1　 Outline of the case

　For some contracts for "NURO Hikari for Mansion 10 Giga," "NURO Hikari 10 Giga (Mansion)," and "NURO Hikari Denwa" provided by Sony Network Communications Inc. (hereinafter referred to as "SNC"), contract documents were not delivered properly due to insufficient identification of the scope of impact and inadequate confirmation processes during system development and modification, as well as the absence of an operational framework for periodically checking the dispatch status of contract documents.

　In addition, for "amue link," also provided by SNC, SNC did not obtain the names and addresses of subscribers at the time of contract conclusion, and there was no process for delivering contract documents for an extended period from February 17, 2021, to April 21, 2026. SNC has already completed corrective measures and other necessary responses regarding these matters.

2　 Content of guidance

　MIC recognized that these matters constitute violations of the obligation to deliver documents prescribed in Article 26-2 of the Act. Accordingly, in order to protect users' interests, MIC instructed SNC as follows:

（1）Thorough compliance with Article 26-2 of the Act
　　To ensure thorough compliance with the provisions of Article 26-2 of the Act (Delivery of Documents).

（2）Implementation of recurrence prevention measures and report on their implementation status
　　To promptly take necessary recurrence prevention measures to prevent similar improper cases from occurring in the telecommunications services provided by SNC in the future, thereby ensuring the reliable protection of users' interests. SNC is also required to submit a written report to MIC by the specified deadline regarding the details of those measures and their implementation status.
