June 26, 2026 Publication of the Results of the Solicitation for Opinions on the Draft Partial Revision of the Basic Policy on Facilitation of the Use of Telephones for Persons with Hearing Impairments, etc., and the Promulgation and Coming into Effect of the Notice

 The Ministry of Internal Affairs and Communications (MIC) solicited opinions on a draft notice to partially revise the Basic Policy on Facilitation of the Use of Telephones for Persons with Hearing Impairments, etc., which was established pursuant to Article 7, Paragraph 1 of the Act on Facilitation of the Use of Telephones for Persons with Hearing Impairments, etc. (Act No. 53 of 2020), from Wednesday, April 9, 2026, to Wednesday, May 13, 2026. The MIC hereby publishes the results of the solicitation.
 Based on the results of the solicitation for opinions, the notice was promulgated and came into effect today.

1. Background

 Based on the "Report of the Task Force on the Future of Telecommunications Relay Services" published on March 30, 2026, which was compiled following discussions by the "Task Force on the Future of Telecommunications Relay Services," the MIC decided to revise the Basic Policy on Facilitation of the Use of Telephones for Persons with Hearing Impairments, etc. (MIC Ordinance No. 370), which was established pursuant to Article 7, Paragraph 1 of the Act on Facilitation of the Use of Telephones for Persons with Hearing Impairments, etc. Accordingly, the MIC solicited opinions on the proposed revisions from Wednesday, April 9, 2026, to Wednesday, May 13, 2026, and received two comments.

2. Promulgation and coming into effect of the notice

 Based on the results of the solicitation for opinions, the MIC promulgated the notice that partially revises the Basic Policy on Facilitation of the Use of Telephones for Persons with Hearing Impairments, etc., and the notice came into effect today.
