June 30, 2026 Survey on Differences in Telecommunications Service Charges between Domestic and Overseas Markets - FY 2025 Survey Results -

 The Ministry of Internal Affairs and Communications (MIC) surveys differences in telecommunications service charges between domestic and overseas markets every fiscal year to appropriately understand the telecommunications service charges.
 MIC has compiled the survey results for FY 2025 and decided to make the results public.

Note: The published materials are in Japanese only.

1  Survey targets

 MIC surveyed cell phone, FTTH, and fixed-line telephone services in six cities: Tokyo, New York, London, Paris, Düsseldorf, and Seoul.

2  Survey method

 MIC gathered publicly available information on cell phone, FTTH, and fixed-line telephone charges and compared them based on model charges*1 and monthly charges*2.

 *1 When comparing communication charges in different cities, this amount indicates the total amount paid per month as required under a usage pattern (model) set based on call duration, number of e-mails exchanged, and data communication volume.

 *2 This refers to the basic charges, call charges, communication charges, and charges for subscription and relocation as stipulated by each carrier in its terms and conditions for users.

3  Survey results

 A summary of the survey results is given in the published materials.

 Each country has various rate structures to charge for telecommunications services, including regular and discount rates. It should also be noted that charges vary depending on the usage pattern, and regional differences may exist even within the same country. Therefore, it would be appropriate to consider the results of this survey as one of the indicators.
