June 30, 2026 Results of the Value-based Competition Conducted under the Guidelines for Implementing Value-based Competition to Promote the Widespread Adoption of the 5th Generation Mobile Communications Systems in the 26 GHz Band

 The Ministry of Internal Affairs and Communications (MIC) conducted a value-based competition under the Guidelines for Implementing Value-based Competition to Promote the Widespread Adoption of the 5th Generation Mobile Communications Systems in the 26 GHz Band (MIC Notice No. 71 of 2026; hereinafter referred to as the "Guidelines for Implementing Value-based Competition") from Thursday, June 11, 2026, to Thursday, June 25, 2026, and determined the successful bidders.

1 Overview

 MIC accepted applications for participation in the value-based competition from Tuesday, March 10, 2026, to Thursday, April 9, 2026, and received applications from five parties. MIC examined these applications in accordance with the Guidelines for Implementing Value-based Competition and, on Friday, May 15, 2026, notified all five parties that they were eligible to participate in the value-based competition.

 MIC then conducted the value-based competition for those parties that had received the notification from Thursday, June 11, 2026, to Thursday, June 25, 2026, and determined the successful bidders.

2 Results of the value-based competition

 The successful bidders in the value-based competition are as follows:

  • ○NTT DOCOMO, INC.: Nationwide block (25.8–26.2 GHz)
  • ○JTOWER Inc.: Regional block (26.8–27.0 GHz)
  • ○HYTEC INTER Co., Ltd.: Regional block (26.8–27.0 GHz)

3 Future schedule

 MIC plans to certify the successful bidders as entities eligible to establish specified high-frequency radio stations.
