July 14, 2026 Publication of the Communication Infrastructure Strategy Supporting an Automated Driving Society
The Ministry of Internal Affairs and Communications (MIC) has formulated the Communication Infrastructure Strategy Supporting an Automated Driving Society, taking into account the Phase 3 Report of the Study Group on Next-Generation ITS Communications for Cooperative Automated Driving, with the aim of strengthening communication infrastructure and promoting the implementation and deployment of technologies and services that will be important in supporting an automated driving society in Japan. MIC hereby releases the Strategy.

Automated driving is expected to provide a solution to challenges such as securing local transportation services and logistics, and the Japanese government is promoting initiatives toward the implementation, commercialization, and widespread adoption of automated driving.
With the widespread adoption of automated driving in mind, securing communication infrastructure to support its safe and smooth operation has become an urgent priority, and various initiatives concerning [automated driving × communications] are advancing and expanding both in Japan and abroad. Based on the latest developments and future outlook, the Study Group on Next-Generation ITS Communications for Cooperative Automated Driving, with the participation of Ms. Horiuchi, State Minister of the MIC, has finalized the Phase 3 Report.
Under the leadership of Ms. Horiuchi, State Minister of the MIC, and taking into account the recommendations set forth in the Phase 3 Report, MIC has formulated the Communication Infrastructure Strategy Supporting an Automated Driving Society, which sets out initiatives for strengthening communication infrastructure and promoting the implementation and deployment of technologies and services that will be important in the near term to support an automated driving society in Japan. MIC hereby releases the Strategy.
