July 28, 2026 Results of the Solicitation for Opinions on the Partial Amendment of the Regulations for Terminal Facilities, and the Report from the Information and Communications and Posts Administrative Council

　The Ministry of Internal Affairs and Communications (MIC) consulted the Information and Communications and Posts Administrative Council, chaired by AIDA Hitoshi, specially-appointed professor at the University of Tokyo, on a draft ministerial ordinance to partially amend the Regulations for Terminal Facilities (Consultation No. 3215 dated April 24, 2026), and subsequently solicited opinions on the draft ordinance.
　Today, having received from the Council the report that it is appropriate to make the amendments as proposed, the opinions submitted along with the view on these opinions are now made public.

1 Summary of the amendment

　On Monday, December 8, 2025, the Information and Communications Council partially outlined Review of Security Standards to Ensure Conformity of Terminal Equipment to Technical Standards and Other Rules in its report. In response, MIC will partially amend the Regulations for Terminal Facilities (Ministry of Posts and Telecommunications Ordinance No. 31, 1985) and enact related public notices.

2 Results of the solicitation for opinions and the report

　MIC solicited opinions on the partial amendment of the Regulations for Terminal Facilities, from Saturday, April 25, 2026, to Friday, May 29, 2026, and received five opinions.

　The Information and Communications and Posts Administrative Council deliberated on the partial amendment based on the opinions submitted. Today, MIC received the report stating that it is appropriate to partially amend the Regulations for Terminal Facilities, as proposed.

3 Future plans

　Based on this report, as well as the results of the opinion solicitation, MIC will promptly amend them.
