July 31, 2026 Publication of the First Report of the Youth Protection Working Group of the Study Group on Addressing Issues Related to Information Distribution in the Digital Space and the Results of the Solicitation for Opinions

　The Ministry of Internal Affairs and Communications (MIC) conducted a solicitation for opinions on the Draft First Report of the Youth Protection Working Group of the Study Group on Addressing Issues Related to Information Distribution in the Digital Space, compiled by the Youth Protection Working Group of the Study Group on Addressing Issues Related to Information Distribution in the Digital Space chaired by Professor SOGABE Masahiro of the Graduate School of Law, Kyoto University, from Wednesday, June 17, 2026 to Wednesday, July 8, 2026.
As a result of the solicitation for opinions, theFirst Report of the Youth Protection Working Group of the Study Group on Addressing Issues Related to Information Distribution in the Digital Space , compiled based on the opinions submitted, is hereby published.

1　 Background

　The Working Group of the Study Group on Addressing Issues Related to Information Distribution in the Digital Space (hereinafter referred to as “the Working Group”)discussed appropriate functions for protecting youth from illegal/harmful information on the Internet and other related matters, and compiled the Draft First Report of the Youth Protection Working Group of the Study Group on Addressing Issues Related to Information Distribution in the Digital Space at the Working Group’s seventh meeting held on Monday, June 15, 2026. A solicitation for opinions on the draft report was conducted from Wednesday, June 17, 2026 to Wednesday, July 8, 2026, and 73 opinions were submitted.

　The First Report of the Youth Protection Working Group of the Study Group on Addressing Issues Related to Information Distribution in the Digital Space, compiled based on the opinions submitted and the discussions held at the Working Group’s eighth meeting on Monday, July 27, 2026, is hereby published.
