August 31, 2026 Results of Solicitation for Opinions on Draft Ministerial Ordinance Partially Amending the Regulations for Enforcement of the Broadcasting Act and Draft Ministerial Ordinance for Partial Amendment of Ministerial Order Concerning Definitions of Specified Officers and Relationship of Control Relating to Basic Broadcasting Operations and Special Provisions on the Standards for Freedom of Expression (hereinafter referred to as the “Draft Ministerial Ordinance”), and Draft Notice on Partial Amendments to the Dissemination Plan for Basic Broadcasting (hereinafter referred to as the “Draft Notice”) , and Report from the Radio Regulatory Council.
he Ministry of Internal Affairs and Communications (MIC) solicited opinions on the Draft Ministerial Ordinance and Draft Notice from Saturday, May 30, 2026, to Monday, June 29, 2026. As a result, 55 opinions were submitted, and MIC has decided to open the submitted opinions to the public, along with the MIC’s views on them.
Based on the results of the solicitation for opinions, the MIC consulted the Radio Regulatory Council(chaired by SASASE Iwao, Professor Emeritus, Keio University)today regarding the Draft Ministerial Ordinance and Draft Notice. The MIC has received a report to the effect that it is appropriate to adopt the drafts as proposed.
Based on the results of the solicitation for opinions and the report from the Radio Regulatory Council, the MIC plans to promptly develop the institutional framework.
