August 31, 2026 Results of the Solicitation for Opinions on the Draft Notice and Pertinent Conditions Partially Amending the Frequency Use Plan for Core Broadcasting, and Report from the Radio Regulatory Council
The Ministry of Internal Affairs and Communications (MIC) solicited opinions on the draft notice and pertinent conditions partially amending the Frequency Use Plan for Core Broadcasting (Ministry of Posts and Telecommunications Public Notice No. 661 of 1988) from Tuesday, July 14, 2026, to Monday, August 17, 2026. As a result, 38 opinions were submitted. The submitted opinions along with the MIC’s views on them will be made available.
Based on the results of the solicitation for opinions, the MIC submitted the inquiry to the Radio Regulatory Council, chaired by SASASE Iwao, professor emeritus at Keio University, today, regarding the draft notice and received the report to the effect that the draft was appropriate.

1 Results of solicitation for opinions
The MIC prepared the draft notice to partially amend the Frequency Use Plan for Core Broadcasting to establish the necessary regulations from the perspective of listener protection and other considerations in connection with the suspension and discontinuation of AM broadcast relay stations by private radio broadcasters; furthermore, to promote the use of FM synchronous broadcast stations from the perspective of efficient frequency utilization. Accordingly, the MIC solicited opinions on the draft and pertinent conditions from Tuesday, July 14, 2026, to Monday, August 17, 2026.
2 Report from Radio Regulatory Council
Based on the results of the solicitation for opinions, the MIC submitted the inquiry to the Radio Regulatory Council today, regarding the draft notice partially amending the Frequency Use Plan for Core Broadcasting and received the report to the effect that the draft was appropriate.
3 Future plans
Based on the results of the solicitation for opinions and the report from the Radio Regulatory Council, the MIC plans to make necessary institutional development promptly.
4 Revision and Publication of the “Basic Policy on Special Measures Concerning the Suspension of AM Station Operations” and the “Guidelines on Implementing Viewing Continuity Measures in Response to the Abolition of Basic Terrestrial Broadcasting Relay Stations, and Recommended Responses to Fulfill Publication Obligations”
Based on the results of the solicitation for opinions, the MIC has revised and hereby publishes the “Basic Policy on Special Measures Concerning the Suspension of AM Station Operations” and the “Guidelines on Implementing Viewing Continuity Measures in Response to the Abolition of Basic Terrestrial Broadcasting Relay Stations, and Recommended Responses to Fulfill Publication Obligations.”
