1 Background

JICT submitted an application to the MIC, pursuant to Article 25, Paragraph 2 of the Act on the Fund Corporation for the Overseas Development of Japan’s ICT and Postal Services (Act No. 35 of 2015), for approval of its decision to support the Target Project.
In response to the application, the MIC examined the Target Project and the details of the support based on the JICT Support Standards (MIC Notice No. 412 of 2015), from the perspectives of (1) policy significance, (2) operation based on the initiative of private-sector operators, (3) ensuring the long-term profitability of the Target Project, and (4) relations with other public institutions. As a result, the MIC concluded that the Target Project met the criteria set forth in the JICT Support Standards. Accordingly, the MIC today approved JICT’s decision on the Target Project, as applied.

2 Target Project

JICT plans to provide investment-based support, in collaboration with ASUENE Inc., a Japanese startup specializing in climate change-related technologies, to expand its cloud-based CO2 emissions management and decarbonization support services in Europe and other regions.
In particular, from the perspective of policy significance, the Target Project will support the overseas expansion, mainly in Europe and the United States, of Japanese startups specializing in climate change-related technologies, thereby contributing to strengthening the international competitiveness of Japanese companies. Furthermore, through the overseas expansion of services that support the management and reduction of CO₂ emissions across global supply chains, the Target Project is expected to contribute to promoting the overseas expansion of decarbonization solutions in which Japanese companies have formed business partnerships, as well as the decarbonization of the entire supply chains of Japanese companies. In addition, by utilizing the knowledge gained through responding to advanced environmental regulations in Europe to enhance the services of Japanese companies, the Target Project is expected to contribute to the overseas expansion of Japanese companies and strengthen their international competitiveness.
