September 1, 2026 Results of Solicitation for Opinions on the Draft Partial Amendment to the Notice Specifying the Purpose, Class of Emission, Frequency and Antenna Power of Specified Low-power Radio Stations to Advance 76 GHz Band Low-Power Millimeter-Wave Radars
The Ministry of Internal Affairs and Communications (MIC) conducted a solicitation for opinions on the draft partial amendment to the Notice Specifying the Purpose, Class of Emission, Frequency and Antenna Power of Specified Low-power Radio Stations (MPT Notice No. 42 of 1989) from Saturday, July 4, 2026, to Monday, August 3, 2026, in order to advance 76 GHz band low-power millimeter-wave radars for the further development and wider adoption of advanced driver-assistance systems (ADAS) and automated driving technologies.
As a result, 11 opinions were submitted. MIC hereby publishes the submitted opinions and its views on those opinions.
Note: The published materials are in Japanese only.
1 Background and Overview
Since being introduced into the regulatory framework in 1999, 76 GHz band low-power millimeter-wave radars have been widely used mainly for adaptive cruise control and collision damage mitigation functions.
In recent years, as the development and wider adoption of advanced driver-assistance systems (ADAS) and automated driving technologies have progressed, requirements for the detection performance of objects around vehicles, including pedestrians and bicycles, have increased. Accordingly, there is rapidly growing demand for vehicle-mounted sensors with wider detection angles and longer detection ranges.
Based on the report of the Information and Communications Council (chaired by ENDO Nobuhiro, Special Advisor to NEC Corporation) in response to Consultation No. 2009, dated September 30, 2002 ("Technical Conditions for the Advancement of 76 GHz Band Low-Power Millimeter-Wave Radars" under "Technical Conditions Necessary for the Advancement of Low-Power Wireless Systems"), MIC developed a draft partial amendment to the Notice Specifying the Purpose, Class of Emission, Frequency and Antenna Power of Specified Low-power Radio Stations (MPT Notice No. 42 of 1989) to advance 76 GHz band low-power millimeter-wave radars in a manner that enables both a wider detection angle and longer detection range. MIC then conducted a solicitation for opinions on the draft partial amendment from Saturday, July 4, 2026, to Monday, August 3, 2026.
2 Future Plans
Based on the results of the solicitation for opinions, MIC will promptly proceed with the necessary procedures, including the amendment of the Notice.
