September 9, 2020 Official Announcement of Evaluation Result of Occasional Survey on Actual Radio Spectrum Usage to Meet 5G and Other New Radio Wave Usage Needs and Result of Appeal for Opinions for Drafted Evaluation Result

The Ministry of Internal Affairs and Communications (MIC) made an occasional survey on actual radio spectrum usage to meet the needs for 5G and other new radio wave usage. Based on the result of the survey, MIC made an evaluation of the level of the effective use of radio waves and drafted an evaluation result report on the occasional survey on actual radio spectrum usage to meet the needs for 5G and other new radio wave usage. Accordingly, MIC made an appeal for opinions on the draft from Wednesday, July 29 through Tuesday, September 1, 2020. With consideration of the results of the appeal for opinions, MIC submitted an inquiry today to the Radio Regulatory Council (Chaired by YOSHIDA Susumu, professor emeritus, Kyoto University) about the draft. Then, MIC received a report today stating its approval as drafted.
Therefore, MIC has decided to open the evaluation result of the occasional survey on actual radio spectrum usage to meet 5G and other new radio wave usage needs, along with the result of the appeal for the opinions.

1. Result of appeal for opinions

MIC made an appeal for opinions from Wednesday, July 29 through Tuesday, September 1, 2020, on the drafted evaluation result report on the occasional survey on actual radio spectrum usage to meet the needs for 5G and other new radio wave usage (hereafter referred to as the “draft evaluation result) and received 22 opinions.

2.Report from Radio Regulatory Council and the announcement of the evaluation result

    With consideration of the opinions received on the draft of the evaluation result report, MIC submitted today an inquiry about the appropriateness of the draft to the Radio Regulatory Council and received by return a report from the Radio Regulatory Council stating its approval as inquired.

    The evaluation results will be announced based on the provisions of Article 26-2, Paragraph 3 of the Radio Law (Law No. 131 of 1950).
