January 15, 2024 Public Appeal for Proposals Related to Disaster Resistance Enhancement Projects by Using Optical Cable TV to Establish New Daily Lives

The Ministry of Internal Affairs and Communications (MIC) has decided to conduct a public solicitation for proposals related to the Disaster Resistance Enhancement Project by Using Optical Cable TV to Establish New Daily Lives from Monday, January 15, through Friday, February 2, 2024.
The application procedures for projects related to the initial budget for FY2024 will be conducted before the budget is approved so that the subsidy projects can be started as soon as possible after the budget is approved. Therefore, it should be noted that there may be changes in the content of the subsidy projects depending on the budget situation.

1. Projects subject to public solicitation

  • Disaster Resistance Enhancement Project by Using Optical Cable TV under fiscal 2023 supplementary budget
  • Disaster Resistance Enhancement Project by Using Optical Cable TV under initial budget for fiscal 2024

2. Project overview

(1) Project content
(1) the Cable Television Digitalization Support Project and (2) the Remote Area Communal Reception Facility Installation Support Project, as outlined in Article 3, Section 8 of the Subsidy Grant Guidelines for the Broadcasting Network Improvement Support Project (hereafter referred to as “Subsidy Grant Guidelines”)
(2) Implementing entities
1. Cable TV Fiber-Optic Conversion Support Project
Municipalities, municipal partnership entities, third-sector corporations, or successor entities
2. Support Project for Development of Frontier Communal Hearing Facilities Municipalities or municipal partnership entities

3. Submission deadline and submission methods of proposal documents

(1) Submission deadline
From Monday, January 15, and no later than noon on Friday, February 2, 2024
(2) Submission methods
Prepare the proposal documents in accordance with the Grant Guidelines and Solicitation Guidelines (Attachments 1 and 2 in PDF) and submit them using one of the following methods.

  • Submission of the electronic data of the application documents to the Regional Bureau of Telecommunications or Okinawa Office of Telecommunications, whichever has jurisdiction over the applicant’s location, by email or a large-capacity file transfer system designated by MIC.
  • Submission through the grant application system (JGrants)
