IP Network Facilities Subcommittee Results of the Solicitation for Opinions on the Draft Ministerial Ordinance to Partially Amend the Regulations for Enforcement of the Radio Act (to Reflect Amendments to the Radio Regulations Adopted at the World Radiocommunication Conference 2023 (WRC-23) of the International Telecommunication Union (ITU))

　In response to the amendments to the Radio Regulations at the World Radiocommunication Conference 2023 (WRC-23) of the International Telecommunication Union (ITU), the MIC prepared the draft ministerial ordinance to partially amend the Regulations for Enforcement of the Radio Act (Radio Regulatory Commission Rules No. 14 of 1950). The MIC conducted the opinion solicitation on the draft ministerial ordinance from Thursday, October 24, to Friday, November 22, 2024.
　As a result, one opinion was submitted.

1. Overview

　The World Radiocommunication Conference 2023 (WRC-23) of the International Telecommunication Union (ITU) was held in Dubai, United Arab Emirates, from Monday, November 20, 2023, to Friday, December 15, 2023. Based on the results of the WRC-23 deliberations, partial amendments to the ITU Charter and the Radio Regulations, as stipulated in the Convention, are scheduled to take effect on Wednesday, January 1, 2025.
　The partial amendments to the Radio Regulations will introduce new allowable values for the density of power flux on Earth's surface emitted by space stations, including non-geostationary satellites.
　This requires a revision to the Regulations for Enforcement of the Radio Act to incorporate the newly introduced allowable values for power flux density, in alignment with the effectuation of the partial amendments to the Radio Regulations. Accordingly, we solicited opinions from Thursday, October 24, 2024, to Friday, November 22, 2024.

2. Future plans

　Based on the results of the opinion solicitation, we will partially revise the Regulations for Enforcement of the Radio Act and put it into force on Wednesday, January 1, 2025.
