May 31, 2024 Recruitment of External Personnel (Support for Securing External Personnel) to Promote Digital Transformation (DX) in Municipalities

 Based on the “Skill Standards for External Personnel to Promote Municipal DX”, the Ministry of Internal Affairs and Communications (MIC) publicly solicited external personnel from the private sector, etc., with the requisite skills and experience to secure external personnel in local governments and promote municipal DX. The MIC announced that successful candidates have been selected from the pool of applicants based on evaluation by external experts, training on local government operations, information systems, etc., has been conducted for the candidates, and 24 candidates who completed the training course have been added to the external personnel list.

1. Project overview

 In September 2022, MIC formulated the “Skill Standards for External Personnel to Promote Municipal DX”, which categorized the skills and experience that external personnel should have to serve as a reference for local governments in securing external personnel to promote municipal DX.
 In addition, as a key support measure by the government to secure digital human resources for the establishment of a municipal DX promotion system based on the “Municipal DX Promotion Plan [Version 3.0]”, a project to provide a list of external personnel to local governments is being implemented since FY 2022, wherein personnel from the private sectors, etc., with requisite skills and experience are publicly solicited based on the above skill standards to enable selected private sector personnel to play an active role in local governments. They are trained on local government operations, information systems, etc., and the external personnel list, which is a compilation of information on those who have completed the training course, is provided to the local governments.

2. Recruitment results

 In FY 2023, MIC recruited external personnel from the private sector between Wednesday, November 29, through Thursday, December 28, 2023, and received 52 applications. Twenty-four applicants (one applicant qualified for multiple categories) were selected as successful candidates based on the external evaluation committee evaluations. The successful candidates underwent training on local government operations, information systems, etc., and these 24 candidates were then added to the external personnel list.
 A total of 37 candidates were registered on the external personnel list since the project began in FY 2022 (of which 4 persons are registered in multiple categories (including 3 registrants in FY 2022)).
