August 12, 2025 Opening Ceremony of the New Facility of the ASEAN-Japan Cybersecurity Capacity Building Centre (AJCCBC)

 On August 18, 2025, a ceremony will be held to mark the opening of the new facility of the ASEAN-Japan Cybersecurity Capacity Building Centre (AJCCBC) in Bangkok, Thailand. The event will be attended by representatives from the Ministry of Internal Affairs and Communications (MIC) and delegates from ASEAN member states. In addition, the MIC will introduce new training content for the AJCCBC Cybersecurity Technical Training, which will be conducted in conjunction with the opening of the new facility.
 The MIC will continue to actively engage with the international community in the field of cybersecurity.

1. Background and Overview

 Cyberspace is a domain that is used across national borders. Therefore, it is essential to promote international cooperation to ensure cybersecurity. Furthermore, in order to reduce cybersecurity risks in Japan and across the globe, it is important to provide capacity-building support to developing countries and contribute to international human resource development.
 Building upon these understandings, Japan has formulated the “Cybersecurity Strategy” (approved by the Cabinet on September 28, 2021) and the “Basic Policy on Cybersecurity Capacity Building Support for Developing Countries” (decided by the Cybersecurity Strategic Headquarters in December 2021) and is strengthening cybersecurity in developing countries.
 As part of these efforts, the MIC is actively promoting cooperation for cybersecurity capacity building. In collaboration with ASEAN member states, Japan took the lead in the establishment of the AJCCBC in September 2018, and since then, the ministry has been actively involved in the center’s operations by continuously providing training materials, such as the Cyber Defense Exercise with Recurrence (CYDER)*1, and supporting the development of cybersecurity human resources.
 On August 18, 2025, a ceremony will be held to mark the opening of the new AJCCBC facility, with participation from the MIC and representatives from Japan and ASEAN member states.
 Starting on the same day as the ceremony, the 38th AJCCBC Cybersecurity Technical Training will be conducted from August 18 to 22, as part of a technical cooperation project between Thailand’s National Cyber Security Agency (NCSA) and the Japan International Cooperation Agency (JICA). This exercise features a renewed scenario provided by the MIC, reflecting the latest threat landscape and technological trends, and is based on a simulated ransomware*2 attack.
 The MIC remains committed to supporting the operations of the AJCCBC and enriching its training programs. Through these initiatives, the ministry will contribute to strengthening cybersecurity capacity across ASEAN.

 (*1) Cyber Defense Exercise with Recurrence (CYDER) is a hands-on, practical cyber defense exercise conducted by Japan’s National Institute of Information and Communications Technology (NICT) for information system personnel of national government agencies, local governments, independent administrative agencies, and critical infrastructure providers.
 (*2) Ransomware is a type of malicious software (malware) that encrypts files stored on an infected computer, including files accessible via network connections, rendering them unusable. It then demands a ransom in exchange for restoring access to the encrypted data.
