August 29, 2025 Results of the First Japan–Brazil Dialogue on Digital Economy
On Wednesday, August 20, 2025, the Ministry of Internal Affairs and Communications (MIC), together with the Ministry of Communications of the Federative Republic of Brazil, held the first Japan–Brazil Dialogue on Digital Economy. This dialogue was convened following the signing of Memorandum of Cooperation in the ICT Field during President Lula’s visit to Japan in March of this year, and served as a forum for exchanging views on a wide range of ICT policy issues.
Prior to this (August 19), Dr. IMAGAWA Takuo, Vice-Minister for International Affairs, met with Mr. Frederico Siqueira, Minister of Communications, in São Paulo to exchange views on priority issues in the ICT field between the two countries.
MIC will continue working to further deepen and implement cooperation between Japan and Brazil.

3. Main outcomes
(1) Broadcasting Section:
The Japanese side explained Japan’s broadcasting policies and introduced the platform service model related to Brazil’s next-generation digital television standard (TV3.0), which is being studied and tested under this fiscal year’s MIC budget project.
The Brazilian side shared information on the current status of TV3.0 and related matters, and stated that the analog broadcasting switch-off is scheduled to be completed by the end of 2025. Both sides agreed to continue the cooperative relationship between the two governments and industries that has been maintained since the adoption of the Japan–Brazil digital terrestrial television system.
(2) Telecommunications Section
The Japanese side presented MIC’s Open RAN promotion policy as well as initiatives currently being studied and tested in Brazil under this fiscal year’s MIC budget project, such as the deployment of remote medical systems utilizing advanced communication technologies.
The Brazilian side shared information on Open RAN, its National Digital Inclusion Plan, submarine cable-related policies and other related initiatives. Both sides agreed to continue high-level information exchanges and further strengthen bilateral cooperation.
