February 25, 2026 Revision of the Basic Policy for the Space Strategy Fund (hereinafter the "Basic Policy") and Formulation of the Implementation Policy for the Third-Phase Technology Development Themes under the MIC-Allocated Space Strategy Fund (hereinafter the "Implementation Policy")
Today, the Ministry of Internal Affairs and Communications (MIC) revised the "Basic Policy" (formulated on April 26, 2024 and revised on March 26, 2025), which defines the institutional design of the Space Strategy Fund. The MIC also formulated the Implementation Policy, which defines development themes to be implemented under the FY2025 supplementary budget.

1. Purpose
With regard to the Space Strategy Fund established for the Japan Aerospace Exploration Agency (JAXA) in the FY2023 supplementary budget, the Basic Policy has been formulated to determine the overall system design of the projects, and the Implementation Policy has been formulated to determine the technology development themes that specify the details of the technology development to be addressed by the Space Strategy Fund.
Based on the discussions by the Space Policy Committee of the Cabinet Office and the Space Communications Advisory Board of the MIC, the MIC revised the Basic Policy and formulated the Implementation Policy. The third-phase technology development themes, stipulated in the Implementation Policy, will be implemented under the FY2025 supplementary budget of 31 billion yen allocated to the MIC.
2. Technology development themes defined in the Implementation Policy
- • Development and demonstration of general-purpose ground antennas and use cases to expand the use of satellite communications.
- • Development and demonstration of Earth stations necessary for building a Moon-to-Earth communications infrastructure.
- • Development and demonstration of security technologies for satellites, including those for handling radio signal jamming and interception.
- • Development and demonstration of communications equipment operating in the Q/V and other bands.
- • Development and demonstration of innovative satellite-mounted antennas for next-generation satellite communications
3. Future plans
JAXA will open a public call for companies in accordance with relevant laws and regulations as well as the Basic Policy and Implementation Policy.
