February 3, 2026 Results of the Solicitation for Opinions on the Draft Ministerial Ordinance Partially Amending the Radio Equipment Regulations (hereinafter the "Draft Ministerial Ordinance") and Another Regulatory Document, and the Report from the Radio Regulatory Council

- Development of a Regulatory Framework for the Introduction of the advanced Fixed Wireless Access (FWA) System(22GHz band) (hereinafter the "Regulatory Framework") -

 With the aim of developing the Regulatory Framework, the Ministry of Internal Affairs and Communications (MIC) solicited opinions on the Draft Ministerial Ordinance that partially revises the Radio Equipment Regulations (Radio Regulatory Commission Rules No. 18 of 1950), as well as on another regulatory document. The opinion solicitation was held from Thursday, December 18, 2025, to Wednesday, January 21, 2026. As a result, seven opinions were submitted. These opinions, along with the MIC’s position on them, will be made available.
 Based on the results of the opinion solicitation, the MIC consulted the Radio Regulatory Council, chaired by SASASE Iwao, professor emeritus at Keio University, regarding the appropriateness of the Draft. Today, the MIC has received a report from the Radio Regulatory Council stating that it is appropriate.
 Based on the results of the opinion solicitation and the report from the Radio Regulatory Council, the MIC will promptly amend the related regulations.

1. Overview

 The MIC has been studying the development of technical standards for the advanced FWA System(22GHz band).
 The MIC received a partial report of the Information and Communications Council, chaired by ENDO Nobuhiro, Special Advisor to NEC Corporation, regarding the technical standards. In response, the MIC prepared the Draft Ministerial Ordinance and solicited opinions from Thursday, December 18, 2025, to Wednesday, January 21, 2026.

2. Report from the Radio Regulatory Council

 Based on the results of the opinion solicitation, the MIC consulted the Radio Regulatory Council on matters under the Radio Act (Act No. 131 of 1950) set forth in the Draft Ministerial Ordinance and a draft notice that partially amends the frequency allocation plan. Today, the MIC received a report stating that amending both documents in line with the content of the drafts is appropriate.

3. Upcoming schedule

 Based on the results of the opinion solicitation and the report from the Radio Regulatory Council, the MIC will promptly develop the Ministerial Ordinance and the Notice.
