February 3, 2026 Results of the Solicitation for Opinions on the Draft Ministerial Ordinance Partially Amending the Regulations for Enforcement of the Radio Act (hereinafter the "Draft Ministerial Ordinance") and the Report from the Radio Regulatory Council
- Development of a Regulatory Framework for the Introduction of Ka-Band Non-Geostationary Satellite Communication Systems Using Satellite Constellations Orbiting at an Altitude of 600 km (hereinafter the "Regulatory Framework") -
The Ministry of Internal Affairs and Communications (MIC) will publish the results of the opinion solicitation on the Draft Ministerial Ordinance partially amending the Regulations for Enforcement of the Radio Act (Radio Regulatory Commission Rules No. 14 of 1950).
Based on the results of the opinion solicitation, the MIC consulted the Radio Regulatory Council, chaired by SASASE Iwao, professor emeritus at Keio University, regarding matters under the Radio Act (Act No. 131 of 1950) set forth in the Draft Ministerial Ordinance. Today, the MIC received a report stating that these matters are appropriate.

1. Results of solicitation for opinions
To develop the Regulatory Framework, the MIC prepared the Draft Ministerial Ordinance based on a partial report from the Information and Communications Council, and solicited opinions from Saturday, December 20, 2025, to Friday, January 23, 2026. As a result, five opinions were received.
2. Report from the Radio Regulatory Council
Based on the results of the opinion solicitation, the MIC consulted the Radio Regulatory Council regarding matters under the Radio Act set forth in the Draft Ministerial Ordinance. Today, the MIC received a report stating that these matters are appropriate.
3. Upcoming schedule
Based on the results of the opinion solicitation and the report on the consultation matters from the Radio Regulatory Council, the MIC will promptly amend the related regulations.
