February 3, 2026 Results of the Solicitation for Opinions on the Draft Guidelines for Implementing value-based competition to Promote the Widespread Adoption of the 5th Generation Mobile Communications Systems in the 26 GHz Band (hereinafter the "Draft Implementation Guidelines") and the Report from the Radio Regulatory Council
The Ministry of Internal Affairs and Communications (MIC) solicited opinions on the Draft Implementation Guidelines from Tuesday, December 16, 2025, to Monday, January 19, 2026. As a result, the MIC received 16 opinions. The opinions submitted, along with the MIC's position on them, will be made available.
Based on the results of the opinion solicitation, the MIC consulted the Radio Regulatory Council, chaired by SASASE Iwao, professor emeritus at Keio University, regarding the appropriateness of the Draft Implementation Guidelines. Today, the MIC has received a report stating that they are appropriate.

The MIC solicited opinions on the Draft Implementation Guidelines from Tuesday, December 16, 2025, to Monday, January 19, 2026, and received 16 opinions.
2. Future plans
Based on the results of the opinion solicitation and the report from the Radio Regulatory Council, the MIC plans to proceed with the necessary procedures promptly.
To serve as a reference when applying for participation in the value-based competition, the Value-based Competition Application Manual for Promoting the Widespread Adoption of 5th Generation Mobile Communications Systems in the 26 GHz Band will be made available on the MIC’s Radio Use Portal (https://www.tele.soumu.go.jp/j/adm/system/ml/mobile/5g/ ) as soon as it is ready.
