February 4, 2026 Results of the Solicitation for Opinions on the Draft Notice Specifying the Range of Available Frequencies for Specified Experimental Test Stations (hereinafter the "Draft Notice") and Another Regulatory Document

- Simplification of Procedures for the Use of Experimental Test Stations for 5.8 GHz-Band Drones -

 In accordance with Article 7, Item 5 of the Regulations for Enforcement of the Radio Act (Radio Regulatory Commission Rules No. 14 of 1950), the Minister for Internal Affairs and Communications is required to publicly announce the frequency range and other relevant details for specified experimental test stations.
 To promote the experimental operation of radio stations for 5.8 GHz-band drones, the MIC solicited opinions on the Draft Notice, from Saturday, December 13, 2025, to Friday, January 16, 2026.
 As a result, 13 opinions were submitted. The opinions submitted, along with the MIC's position on them, will be made available.

1. Background

 The Minister for Internal Affairs and Communications is required to publicly announce the frequencies for specified experimental test stations, along with the areas and periods of use, according to the provisions of Article 7, Item 5 of the Regulations for Enforcement of the Radio Act. In the United States, Europe, and other regions, radio stations for 5.8 GHz-band drones are widely adopted. Japan is also expected to allocate frequencies in international coordination. To promote the experimental operation of radio stations for drone applications in the 5.8 GHz frequency band, the MIC solicited opinions on the Draft Notice, as well as on a draft ministerial ordinance partially amending the Radio Station License Procedures. The opinion solicitation period ran from Saturday, December 13, 2025, to Friday, January 16, 2026.
 To enable prompt licensing even outside the areas where specified experimental test stations can be used, the MIC also solicited opinions on a draft directive partially amending the Examination Standards Related to the Radio Act.

2. Future plans

 Based on the results, the MIC will promptly develop the relevant Notice.
