February 4, 2026 Announcement of the Interim Report on the Second Round of FY2025 Test Purchases of Wireless Communication Devices (hereinafter the "Second Round Interim Report")

 The Ministry of Internal Affairs and Communications (MIC) is conducting test purchases of wireless communication devices available through online shopping sites and other channels to verify their compliance with the standards set forth in the Radio Act.
 The MIC has now compiled and released the Second Round Interim Report based on the results of these test purchases.

1. Overview of test purchases of wireless communication devices

 Under the Radio Act, one type of wireless communication device that may be handled as a radio station requiring no license is a device that emits radio waves of extremely low power (hereinafter referred to as "extremely low-power radio equipment"). The extremely low-power radio equipment should, in principle, be used in accordance with the criteria established for such equipment. However, some devices emit radio waves that exceed these criteria and are actually available on the market, causing interference with other radio stations and various other disturbances.
 The purchase of such extremely low-power radio equipment by consumers may constitute a violation of the Radio Act (punishable by up to one year of imprisonment or a fine of up to one million yen) or cause interference with other radio stations. To prevent this, the MIC purchases radio equipment available through online shopping sites or similar channels, and measures the strength and characteristics of the radio waves to verify compliance with the criteria for extremely low-power radio equipment. If any equipment is found not to meet the criteria, the MIC publicly discloses it.

2. Results of the Second Round Interim Report

 In the second round of this initiative, the MIC preferentially purchased FM transmitters and drones that are widely distributed through online shopping sites and readily available for purchase. The MIC then conducted measurements on these devices. As a result, 63 models were found to emit radio waves that do not comply with the criteria for extremely low-power radio equipment.  Efforts are also underway to label radio equipment that conforms to the criteria with a mark that certifies such conformity.

3. Upcoming schedule

 The MIC will request that sellers refrain from selling any radio equipment confirmed in this report to emit radio waves that do not comply with the criteria for extremely low-power radio equipment.
 Furthermore, the MIC will continue this initiative and publish the results. In cooperation with relevant organizations, and through proactive engagement with sellers and operators of online shopping sites, the MIC will work to ensure a proper radio-use environment.
