March 23, 2026 Results of the ICT Mission to Japan under the Brazil-Japan ICT Memorandum of Cooperation

 As part of the cooperation under the ICT Memorandum of Cooperation (MoC), signed on President Lula’s visit to Japan in March 2025, the Ministry of Internal Affairs and Communications (MIC) hosted an ICT Mission to Japan from March 17 to 19, 2026, inviting officials from the Ministry of Communications of the Federative Republic of Brazil (MCom) and other related organizations.
 During the welcome reception on March 17, Parliamentary Vice-Minister Mukoyama met with Ms. Sônia Faustino Mendes, the Vice-Minister of MCom, and they exchanged views on bilateral cooperation between Japan and Brazil through this program.
 On March 17, 2026, the Second Japan–Brazil Dialogue on Digital Economy was held, during which both sides exchanged views on a wide range of ICT policy issues and signed the Joint Minutes on Cooperation in the field of ICT.

1. ICT Mission to Japan under the Brazil-Japan ICT MoC

 As part of the cooperation under the ICT MoC signed during President Lula’s visit to Japan in March 2025, a delegation of 15 officials from MCom, the National Telecommunications Agency (ANATEL), the Brazilian Post and Telegraph Corporation (Correios), and the Telecommunications Research and Development Center (CPQD) visited Japan from March 17 to 19.
 During this Mission, the Second Japan–Brazil Dialogue on Digital Economy was held; site visits to Japanese companies were conducted; and exchanges of views took place on topics, including Open RAN, Beam Wireless Power Transfer (WPT) systems, broadcasting, and postal services.

2. The Second Japan–Brazil Dialogue on Digital Economy

 On March 17, the second Japan–Brazil Dialogue on Digital Economy was held, during which both sides exchanged views on the following ICT policy areas:

  • (1) Telecommunications Section

     The Japanese side presented the Digital Infrastructure Strategy, including Open RAN, as well as the deployment status of Beam WPT systems in Japan. The Brazilian side shared its Open RAN Strategy and implementation status, and it provided an overview of the optical fiber communications infrastructure project in the Amazon region.
     Both sides exchanged views and confirmed their ongoing cooperation.

  • (2) Broadcasting and Postal Services Section

     The Japanese side explained Japan–Brazil technical cooperation in the broadcasting sector and provided an overview of Japan’s postal services policy. The Brazilian side gave updates on the status of TV3.0 initiatives and an overview of Brazil’s postal services policy.
     Both sides exchanged views and confirmed their ongoing cooperation.

3. Joint Minutes on Cooperation in the ICT Field

 Dr. IMAGAWA, the Vice-Minister for International Affairs at the MIC, and Ms. Sônia Faustino Mendes, the Vice-Minister at MCom, signed the Joint Minutes on Cooperation in the field of ICT, based on the outcomes of the Second Japan–Brazil Dialogue on Digital Economy.
 Both sides consented to share their respective experiences and knowledge and promote technologies in the following areas as part of their cooperation in the ICT field:

  • ( 1 ) Collaborations for the promotion of Open RAN
  • ( 2 ) Collaborations toward the introduction of Beam WPT systems that contribute to the realization of an IoT society (The two Ministries consented to explore the implementation of demonstration experiments at CPQD.)
  • ( 3 ) Technological collaborations in response to changes in the broadcasting environment
  • ( 4 ) Exchanges of information to maintain universal postal services and advance postal infrastructure

4. The Future Outlook

 The MIC will continue working to further deepen cooperation between Japan and Brazil and to translate it into concrete actions.
