March 4, 2026 Publication of the GCOT Outcome Document on 6G by the Global Coalition on Telecommunications (GCOT)

 The Ministry of Internal Affairs and Communications (MIC) announces that, as a new outcome of discussions within the Global Coalition on Telecommunications (GCOT), it has compiled the “GCOT Security and Resilience Principles for 6G” together with relevant government agencies of Australia, Canada, the United Kingdom, and the United States, and hereby publishes the document. In addition, relevant government agencies of Finland and Sweden, which have expressed their support for these principles, are welcomed as new members of GCOT.

The Global Coalition on Telecommunications (GCOT) is a multinational cooperative framework on telecommunications established in October 2023 by the MIC and relevant government agencies of Australia, Canada, the United Kingdom, and the United States. Its goals are to: (1) increase cooperation and coordination between the GCOT partners on telecommunications, (2) build broader international consensus on key areas of telecommunications policy, (3) enable dialogue between policymakers, industry, and academia, and (4) promote innovation and growth opportunities for industry.
 Since its establishment, GCOT partners have been discussing supply chain diversification and future telecommunications technologies such as 6G. In January 2025, as outcomes of these discussions, GCOT published the “GCOT Open RAN Certification Principles” and the “Principles on Artificial Intelligence Adoption in the Telecommunications Industry.”
 As a new outcome of the discussions, GCOT has compiled the “GCOT Security and Resilience Principles for 6G,” which are hereby published. In addition, relevant government agencies of Finland and Sweden, which have expressed their support for these principles, are welcomed as new members of GCOT.

“GCOT Security and Resilience Principles for 6G”
These principles are intended for stakeholders involved in 6G, including governments, telecommunications operators, and vendors, and set out the fundamental principles that should be considered from the early stages of design, standardization, and deployment to ensure that 6G networks function securely and resiliently as critical digital infrastructure for society.
